Not sure who it is in the picture--one clue is that the Royal probably had done a posting to the Northland.  The Eskimo wall hanging over the fireplace and the carvings of polar bears point in that direction.  You are really testing us here, Jim, it is hard sometimes to identify people in regular uniforms and civvies, never mind in Halloween costumes!
