This photo was taken about 1964 in Fort York, Germany.  RSM Blinky Keegan was leaving to go home to Canada to become a Captain with a classified commission.  Rick Rankine was PMC of the 1 RCR Corporals' Mess at the time when he presented the briefcase.  Our old comrade Hugh Conway was right on with his identification of Blinky.  If anyone is curious, Blinky was so named because of a facial twitch which caused him to blink every few seconds.  This twitch was said to have been caused by a war wound suffered in Italy and was thought to be the cause of Blinky's rather dim view of Germans in general.

A little humour on this one..Mr Keegan was inspecting a platoon and stopped in front of a soldier who was notorious for always arguing with Thumper MacDonald in the canteen about the merits of  1 RCR vs 2 RCR. I believe he was the notorious "Patti" Page. Now, Patti was also afflicted with a "Blinky" twitch, which was exacerbated after consumption of alcohol, therefore his twitch was almost permanent. When Mr. Keegan who was confronting Patti for the first time began to twitch, Patti twitched back. The more agitated the RSM became the more the twitch accelerated..reflected in rapid fashion by Patti..I still remember Patti doubling to the guard room while the rest of us  almost choked in self restraint...Pro Patria
