The tilly free zone refers to the wearing of the light tan tilly hats that were issued for the Gulf. Some of the troops tried to dye them dark with coffee.
I see you on the right. Is it the CQ with you.
Now the Polar Bear has got me. Was it from the coy trg in the NWT?

NO BJ THE SIGN WAS NOT MADE UP FOR THAT REASON BUT GOOD GUESS,AN THE POLAR BEAR WASD NOT FROM TRAING IN THE NWT BUT IT WOULD MAKE GOOD ARMY SEANCE TO TRAIN FOR  D.WARFARE IN THE ARTIC Grin Grin Grin

as for the flag

The Polar Bear flag shown (blue field, white bear) is used by the government of the Northwest Territories, Canada.

Guessing it's not the tourism flag

So based other the other question I'm guessing

1. They had no tilleys they had to  trade them
